Is Your Boiler Still Compliant?
What OSHA 2024 Means for Boiler Owners in Malaysia
Malaysia's regulatory framework for steam boilers changed significantly on 1 June 2024.
The Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 came into operation as part of the country's updated occupational safety and health framework.
For manufacturers, plant owners, engineering managers and other decision-makers responsible for steam systems, understanding the current requirements is important for maintaining compliant and reliable boiler operations.
Does a Steam Boiler Need a Certificate of Fitness in Malaysia?
Yes. A steam boiler is classified as a plant requiring a Certificate of Fitness (CF) under Malaysia's Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024.
DOSH defines a steam boiler as a closed vessel in which steam is generated at a pressure greater than atmospheric pressure. The definition also includes associated equipment specified under the regulations.
A steam boiler must meet the applicable installation requirements and obtain a Certificate of Fitness before it can be operated.
This means boiler compliance should be considered throughout the equipment lifecycle — from design and installation to inspection, operation and maintenance.
What Changed on 1 June 2024?
Malaysia's occupational safety and health framework underwent significant changes on 1 June 2024.
The Factories and Machinery Act 1967 was repealed, while the Occupational Safety and Health (Amendment) Act 2022 and new subsidiary regulations came into operation.
For steam boiler owners, an important regulation is:
Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 [P.U. (A) 99/2024]
Under this framework, steam boilers are specifically identified as plants requiring a Certificate of Fitness.
What Is a Boiler Certificate of Fitness?
A Certificate of Fitness (CF), or Perakuan Kelayakan, confirms that a plant requiring certification has undergone the applicable inspection and certification process.
For a steam boiler requiring a CF, the boiler must obtain the necessary Certificate of Fitness before operation.
Plant owners and responsible personnel should therefore know:
-
Their boiler's current CF status
-
The applicable inspection requirements
-
When the CF expires
-
Whether the necessary documentation is available
-
Whether alterations, repairs or new installations require additional approval or verification
Maintaining these records should form part of the plant's ongoing boiler management programme.
How Long Is a Boiler Certificate of Fitness Valid in Malaysia?
Under the 2024 regulations, a Certificate of Fitness is valid for 15 months from the date of inspection, unless otherwise provided under the applicable regulatory framework.
Plant owners should therefore monitor their inspection and certification dates carefully rather than waiting until the final weeks before expiry.
Planning inspections and maintenance ahead of time can help reduce the risk of compliance issues and unnecessary disruption to plant operations.
Does a New Steam Boiler Require DOSH Design Verification?
Yes.
According to DOSH, a steam boiler must obtain design verification from the Department of Occupational Safety and Health before it is manufactured, installed or used, subject to the applicable requirements.
For locally manufactured new steam boilers, DOSH's application guidance also states that the design verification application must be submitted before construction of the steam boiler begins.
The required documentation can include design drawings, design calculations and other technical documents specified under the regulations.
For companies planning a new boiler installation in Malaysia, DOSH requirements should therefore be considered during the early engineering and project planning stage, rather than only when the boiler is ready for commissioning.
Who Can Operate a Steam Boiler in Malaysia?
Boiler compliance is not limited to the equipment itself.
Under the 2024 regulations, the owner or occupier must ensure that the steam boiler is under the control of a competent steam boiler engineer, as applicable under the prescribed requirements.
The steam boiler must also be operated and be in the charge of a competent steam boiler operator as specified by the regulations.
This makes competent personnel an important part of overall boiler compliance and safe operation.
Boiler Compliance Checklist for Plant Owners
If your facility operates a steam boiler in Malaysia, consider reviewing the following:
1. Certificate of Fitness
Is the boiler's Certificate of Fitness currently valid?
2. Inspection Schedule
Do you know when the next required inspection or certification action is due?
3. Design Verification
For a new boiler project, has the required DOSH design verification process been completed?
4. Installation Requirements
Has the boiler installation been carried out in accordance with the applicable DOSH requirements?
5. Competent Personnel
Is the boiler under the control and operation of appropriately registered competent personnel as required?
6. Boiler Records
Are maintenance, inspection, testing and operating records properly maintained and readily accessible?
7. Repairs or Alterations
If the boiler has undergone significant repair or alteration, have the applicable regulatory requirements been reviewed?
What Happens If a Boiler Does Not Have a Valid Certificate of Fitness?
Operating a plant that requires a Certificate of Fitness without the required certification can constitute an offence under the Occupational Safety and Health Act 1994.
Beyond regulatory consequences, an expired or missing CF can create practical business risks.
These may include operational interruption, unplanned downtime and delays while the necessary inspection or compliance requirements are addressed.
For this reason, boiler compliance should not be treated simply as an administrative exercise.
It should form part of the plant's broader maintenance, safety and operational planning.
Planning a New Boiler Installation in Malaysia?
Compliance should begin before the boiler reaches your plant.
A new industrial steam boiler project can involve several stages, including:
Boiler selection → Engineering → Design verification → Manufacturing → Installation → Inspection & testing → Commissioning → Certificate of Fitness → Operation
Understanding these requirements early can help engineering teams plan documentation, project schedules and commissioning activities more effectively.

Frequently Asked Questions
Does every steam boiler in Malaysia need a Certificate of Fitness?
Steam boilers falling within the definition and scope of the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 are plants requiring a Certificate of Fitness, subject to the applicable provisions and exemptions.
Can I operate a steam boiler without a Certificate of Fitness?
A steam boiler requiring a Certificate of Fitness must obtain the applicable CF before it is operated.
How long is a boiler Certificate of Fitness valid?
Under the 2024 regulations, a Certificate of Fitness is generally valid for 15 months from the date of inspection, subject to the applicable provisions.
Does a new boiler need DOSH approval in Malaysia?
Steam boilers are subject to DOSH design verification requirements. DOSH states that design verification must be obtained before a steam boiler is manufactured, installed or used, subject to the applicable requirements.
Who is responsible for operating a steam boiler?
The regulations establish competency requirements for steam boiler engineers and steam boiler operators. Owners or occupiers should ensure the boiler is controlled and operated by appropriately registered competent persons according to the applicable requirements.
Where can I check the official boiler requirements?
Plant owners should refer to the Department of Occupational Safety and Health (DOSH/JKKP) Malaysia, the Occupational Safety and Health Act 1994 and the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 for official requirements.
